Abstract
Prostitution is an important component of the bottom of society, which has been socially discriminated and oppressed for a long time.Prostitutes of Fuzhou began in the first year of the Tang Guang-de. By the time of the Republic of China, it had developed into many different types, such as Qing chang hall, White-faced house, and so on. During the years from 1927 to 1937, the prostitute policy of Republican Government in Fuzhou seemed apparently contradictory.On one hand, the government allowed the existence of prostitute; On the other hand, they limited, even forbad it.The emergence of this contradiction had its deep social roots. The great harm which prostitutes brought to society and the rise of women's liberation ideas led government to severely crack down the spread of it, while the war, economic interests and so on contrarily driven the government to take a tolerant attitude. In a word, such a contradictory prostitute policy is an inevitable product of the compromise of interests.
