There are lots of problems in the process of building a information system and automatic office in government and administration office. In those problems, this paper used the city of Hangzhou’s electronic administration system as the study background, presented and designed a workflow system which is for electronic administration .Building a network office automatic platform based on B/S framework engine of the public administration system,which is used to control the running process of examining and approving of transaction flow.
The definition of workflow is that some activities in a transaction follow definitions constrain rule and then implement separately to finish the original transaction target .The biggest advantages of workflow is that it implement the separation between information produce and transform logic. Work engine can modify and definite part or the whole system function module again to adjust the changing of transaction flow.
The key point of the paper is that the design and implement technology of workflow system and workflow engine in electronic transaction. The examine and approval work relate to lots of work in administration process. Examining and approval workflow is the par or the whole process of examination and approval transaction will be done automatically by computer applied environment .the problem, which is to be solved ,is transform documents ,information and automatic process of task among the participants by following some predefinition rules . This can accelerate and achieve the original target of examination and approval transaction.
