Abstract: The modern nation’s involvement of public authority once considered as the private affair of education means the production of educational administration. The governments all over the world are using their different forms and various degrees to undertake the responsibility in the development of education. The educational administration is a part of national administration; it should fulfill the national administrative function and has all the characteristics that the administrative function has. The educational administration organization is the important part of National Administration Organization which splits up from National Administration Organization. The educational administration management system is a kind of institution organization, the jurisdiction and the evolution manifests the dynamics and scope of national administration authority that to the education development. The finiteness of Government administration function decided the educational administration function also has its finiteness; therefore we should moderately limit the educational administration function.
