行政民主过程中公民参与的障碍与对策分析

 摘要：公民参与是民主化发展的必然要求，行政民主过程中的公民参与既是行政民主的需要，也是公民自身利益的需要。但由于历史和现实的种种障碍，行政民主过程中公民参与的水平不高。为此，政府和公民双方应共同努力排除障碍。一方面，扩大公民参与，推进行政民主；另一方面，公民更好地维护和实现自己的合法利益。

 Abstract: Civil participation is an inevitable requirement of democratic development. Civil participation in administrative democratic process is the need of administrative democracy, and also the need of civil benefits. However, due to historical and practical obstacles, civil participation level in administrative democratic process is not high. To this end, both the government and citizens should work together to remove obstacles. On the one hand, expand civil participation and realize the administrative democracy; on the other hand, citizens can protect and promote their legitimate benefits better.
