农民政治参与冷漠调查研究——以广西环江县洛阳镇为例     
摘 要
 政治参与冷漠是民主制度的大敌，政治参与则是民主制度建设的必要前提。目前，社会上蔓延的政治冷漠情绪不但是对个人政治权益的疏忽，也是我们民主制度建设的重大损失。我国自古以来就是一个农业大国，全国14亿人口中，近70%生活在农村。可以说，农民政治参与对我国政治民主建设具有重要的意义，也是我国农村政治现代化的一个重要方面。因此，在当代政治文明建设过程中，消除农民政治冷漠，促进农民政治参与应是当务之急。本文对广西环江县洛阳镇进行实地调查以及查阅文献，从利益、经济、制度、心理视角下分析农民政治参与冷漠的原因，并分析出农民政治参与冷漠的消极影响，最后针对原因提出相应的对策：一是加强政治文化建设，培养农民参政意识；二是建立有序的利益表达机制，开辟农民与政府平等协商对话的制度渠道；三是发展农村经济，保障农民利益。

Farmers' political participation apathy research——Luoyang town in Huanjiang county as an example

Abstract: Political participation indifference is the enemy of the democratic system. However， political participation is the necessary premise that democracy system construction. At present， the spread of political apathy emotion is not only the negligence of personal political rights， but also the loss of the construction of our democracy. Since ancient times， China is a large agricultural nation， with the population of 1.4 billion and nearly 70 percent live in rural areas. We can say， farmers’ political participation in the construction of political democracy has an important meaning， China is one of the important rural political modernization. Therefore， in the contemporary political civilization construction process， eliminating their political apathy and promoting farmers participate in politics should be a top priority. By investigating Luoyang town in Huanjiang county and looking up literature， from the aspect of interests， economy， system， psychological ，analyzing the reasons for indifference the farmers’ participations in politics ，then， finding out the negative influence of indifference and putting forward the corresponding countermeasures：The first is to strengthen the construction of political culture，training farmers' political consciousness. The second is to establish the orderly open expressions of interest mechanism and open up equal consultations dialogue system channel of farmers and government. The third is to develop the rural economy and protect farmers' interests.
