Abstract：The emerging of disadvantaged groups has already constituted a danger to social stability and also becomes a hurt which will influence our social development. To alleviate such a problem, we must establish social support system and improve it immediately as the importance of social support for those disadvantaged groups becomes more obvious. In my thesis, based on the concept of social support and value basis, I want to make the social support for vulnerable groups to have a pluralistic development with the help of our government, community support, and the third sector, and also with vulnerable groups’ self-help.
