Abstract: The City Dominating Country System is the administration management system has been adopted widely since the Reform and Opening-up in china，which played a positive role in the planned economy time. But with the development of the Socialism Market Economy, it emerged many malpractices. The article takes Jiangsu province as a example，retrospected the development history of City Dominating Country System，analyzed the advantages and disadvantages objectively，demonstrated the feasibility of innovation，and some reform tentative plans was given by the actual condition of Jiangsu province.
