 摘  要
 随着煤炭价格的完全开放和国家对煤炭企业改革政策的相继出台，煤炭企业间的竞争变得日益激烈。企业间的竞争与其说是产品、技术等方面的竞争，不如说是成本的较量，成本的高低决定了企业的发展。而加强成本管理是企业提高经济效益、增强竞争力的关键所在，这就使得成本管理问题的研究变得更为迫切与需要。文章以现代成本管理理论为基础，采用理论与实际相结合的办法进行论述。全文共分四部分，首先介绍了成本管理的理论基础，接着论述了龙矿集团成本管理现状及存在问题的原因，最后针对问题提出了具体对策，得出了龙矿集团应该建立完善的组织和培训制度；开展技术创新，优化设计方案，降低产品成本；实行预算控制，强化目标成本管理；采取有效措施，分离企业办社会的职能，切实从这四个方面加强成本管理工作。

abstract
 Along with the coal price complete opening and the country to coal enterprise reform policy one after another appearing, the coal enterprise's competition becomes day by day intense. Enterprise's competition said is aspect and so on product, technology competitions, is not better than said is the cost contest, the cost height has decided enterprise's development. But strengthens the cost management is the key of   the enterprise enhancing the economic efficiency and the enhancement competitive power, it causes the research of the cost management question to become more urgent and needed. The article takes the modern cost management theory as a foundation, uses the means which the theory and actual unifies to carry on the elaboration. The full text altogether divides four parts, firstly introducing the cost management rationale, then elaborating the Industry Group Of Longkou Mining cost management present situation and the existence question reason, finally aiming at the question to propose the concrete countermeasure, obtaining the Industry Group Of Longkou Mining to be supposed to establish the perfect organization and the training system; the development technological innovation, the optimization designed proposal, reduce the product cost; implementthe budget control, the strengthening target cost management; take the effective action, the separation enterprise manage social the function, practically strengthens the cost supervisory work from these four aspects.
