[摘 要] “民以食为天,食以安为先”,食品质量安全的重要性不言而喻。但由于多次食品质量安全方面的重大事故接踵而至,使人们的健康以及经济的发展受到严重威胁。加强食品质量安全监管力度,及时发现隐患,防止大规模的食物中毒,是摆在我们面前的一项紧迫任务。 浙江省作为我国的经济大省,每年的进出口贸易额都位居全国的前列,不断吸引各地的投资商及外来打工者,外来人口流量明显增加。因而,食品质量安全的监管对浙江省来说至关重要,虽然在这方面部分县市已引进了先进的检测技术来提升其监管水平,但仍然存在着不少问题。本文在我国食品质量安全监管的框架下,对浙江省食品质量安全加工现状进行调查分析,对比发达国家的食品质量安全监管模式的基础,对浙江省的食品质量安全监管现状进行了研究。从浙江省的食品质量安全监管机构现状出发,重点就浙江省食品质量安全风险分析、预警机制、追溯系统等三个方面的内容进行了研究。 [关键词]:食品质量安全 监督管理 风险分析 预警机制 追溯系统 Abstract “People regard food as their prime want, and food safety should be given the top priority”, the importance of food quality and safety is self-evident. However, major incidents about food quality and safety came one after another, which made people's health and economic development under serious threat. An urgent task that has been placed before us is to enhance food quality and safety supervision, discover hidden problems and prevent large-scale food poisoning. Zhejiang Province, as major economic province in china, whose annual import and export trade volume has led the nation in the forefront, attracts investors and employees continuously, leading foreign flow increasing significantly. Thus, the monitor of food quality and safety is of vital importance to Zhejiang. In this regard, some counties and cities have introduced advanced detection technology to upgrade its level of regulation, but there are still many problems. Based on the supervisory framework of food quality and safety, this paper makes an investigation on food processing status in zhejiang province. Also based on the contrast to supervisory mode between developed countries and china , there is a research on supervisory status. Starting from the supervisory body of food quality and safety in zhejiang province, this paper focuses on a study of three aspects, which are risk analysis, early warning mechanism, retrospective system.
